Payne refuses to admit that some people will do what is morally and ethically correct for society as a whole while others have to be constantly forced to show any consideration for (and not endanger) others.
Some years ago I saw where a street vender had chained his cart to a sign post so that he was blocking the handicapped “curb cut” (the small ramp at intersections which made it easier for wheelchairs to get from the street to the curb). Someone asked him to move his cart so that he was not blocking the curb cut. He angrily answered, “No law says I have to.” I realized that was why so many laws were passed.
