School districts were funded based on attendance. Truant officers were a money saving proposition. Some states still fund schools this way. A previous AG of California went as far as saying she would charge parents of truant children with breaking school attendance laws. She made a significant dent in the truancy problem without having to take a single parent/guardian to court. She means business.
