The single most important factor is one not available to most nations. They essentially sealed their borders and put a 100% quarantine style admission system in place. Being an island with only a handful of entry points this level of control is manageable.
Masks and social distancing were helpful but it was the early and complete lockdown of travel from outside that did the trick.
