What does fascism mean in simple terms?

Trump said he had a “strategy” for dealing with the pandemic which is actually killing people at the rate of 800 – 1,000 per day! Where is his plan for dealing with the deadly pandemic? Graffiti on buildings does not kill people. Or is Trump’s plan just more of the same?
