He doesn’t seem to realize that what Bucky does doesn’t matter, it’s not like he took all of the paper and the only functioning pen, he could have just written his own book while Bucky was rambling on this paper and when Bucky presented it he could have said “very good Buck, we’re gonna put it on the refrigerator so we can see it EVERY day!”
