Judging from how we in the greater St Louis MO area spent almost all of spring and summer, plus early fall, under various Missouri and Mississippi River flood warnings — I think not.
Where I am at they quit issuing them after the first hard frost which signals the end of the growing season at which point you either bring you plants in or quit covering them and they die.
In the same vein, I’m leasing a Mitsubishi and every time I leave my driveway and it’s 3C or less outside I get a two beep warning telling me roads may be icy. At first I slammed on the brakes thinking a vehicle was coming laterally. Real annoying, I live in Canada, roads are going to be icy for the next 5 to 6 months…
I always figured the easiest job in the world was TV weatherperson in Phoenix. You show up once a year on December 31, bringing many changes of clothing, and record the same message 365 times for use thruout the following year: “It’s gonna be sunny, hot, and dry!”
If the weather service really wanted to be relevant, the last freeze warning will be followed by a “hey, dummy, we tried to tell you, and now you’ve wrecked another water line to an outdoor spigot,” and THEN they’d move on to blizzards and nor’easters.
I wondered that myself. It occurred to me when I looked on an NWS page for my town and saw “freeze warning” for tonight, with a forecast low of 28, and nothing for the following night, which was forecast to hit 22.

Based on the “Bridge May Be Icy Before Road” signs every time there is a bridge, I’d say no.
Like I need a sign to tell me that the laws of physics apply here.
