I’m convinced he’s tipped over into outright insanity. One leg of his stool has always been a few inches short, but now he’s not even pretending to stay upright.
Can Congress prevent it from happening? I’m not sure.
But what if the other G7 members say that they won’t attend if that’s the venue? I.e., they refuse to assist him in his violation of our Constitution. Unlikely, I admit, but a lot of things Trump has precipitated recently have seemed at least as unlikely.
It seems to me that Trump putting all his remaining “strength” into his last-ditch “defense”, i.e., “Yes, I’m breaking the law, and I dare you to do something about it.”
Technically, if the resort is doing everything “at cost”, which is the plan, there is no profit and no violation of the emoluments clause. However, aren’t there ethics rules which require the prez, vp, congress, et al to avoid even the appearance of a conflict of interest?
This really does raise the question of the efficacy of law. When Jimmy Carter entered the WH, he was forced to put his peanut wholesale business in the control of someone outside of his immediate family to avoid violating the emoluments clause. He did that and before he left office, his business failed, but the law survived. President Carter respected law and obeyed its requirements.
President Bill Clinton, while he didn’t own property or a business prior to entering the WH, did acquire property in NY later. Since he and his family spent time there, he had built a structure to house the Secret Service when they would travel with him to the NY residence. There, the SS stayed rent free as the Clinton’s guests. The Clintons followed law, too.
I mention these to illustrate how our present POTUS has violated the emoluments clause, almost from day one. He has hosted international meetings at Mar A Lago and sent the bill to us. And now we hear that Trump will be hosting the meeting of the major powers at his Doral property, which was losing money, and give it a good shot in the arm from us the Q Public.
When the SS comes with him, as is required by law, he charges them room rent. In a very short time, the SS went through their entire budget paying for Trump’s rental bill, and needed an added appropriation from Congress to continue their work.
Clearly, Trump doesn’t respect law, but sees it as something to get around and profit from. He, of course, expects to be paid when he sends out a bill for rentals and there is law that requires us to make payment for services rendered.
When we drive on the roads, what prevents us from crashing into one another? We have laws that dictate where we are to drive, but those laws are only as good as our willingness to obey those laws. We stay in our lane knowing that should we stray into another’s lane we could cause an accident and be liable, under law, to pay all damages.

This is what happens when “making lib’ruls cry” becomes more important than protecting and improving America.

It ain’t happened, yet.

We respect law. POTUS doesn’t.

As the wise guy said,
“People have a right to do anything you can’t stop them from doing.”
.
And who’s going to stop Trump? Congress? Ho Ha, I make laugh at you! If anything, a hole-ridden law will be enacted AFTER his terms.
