Why go the revenge route when you just get your butt kicked. Avoid the hero and do your crime… And where does an unemployed villain get the millions in cash for his ‘toys’? I mean, who hires you when your résumé lists last job as super-villain? (One of the things that made sense in the Superman reboot was changing Lex from mad scientist to rich industrialist.)

All he really needs to keep Cap occupied is a Tall Boy dispenser.

It used to be so much easier to be a super genius villain when you could stretch your weapons budget with military surplus.

Better yet, don’t bother designing and building something to take him out. Just tell him you heard some bar was offering free beer somewhere over there. Don’t specify where over three is or how far away it is. Or how long the free beer is being offered for. Cap will be going all over trying to find the bar.
