Rod Rosenstein was never Attorney General. He was Deputy Attorney General under Trump and was appointed as a U.S. Attorney for Maryland by George W. Bush. Obama left him that position in an attempt to revert to precedent where those positions were not based on political affiliation. Karl Rove had led a campaign to stock the Justice Department with political loyalists in the Bush administration.
