What could have been done to successfully and permanently alter his ignorant, aberrant beliefs and make his return to society an event that no one was concerned about? Do some still believe that incarceration inherently reforms people?

If ever there was a miscarriage of justice this is it.
He should have been treated as any other terrorist and been detained over seas, given a military tribunal and executed.
Absent that wise course of action, he should have been charged with treason. The many other charges should never have been plea bargained.
There was no proof of torture or coercion. The Bush administration caved to their fears of the adverse media attention.

The long term question is, what happens after his surveilled probation is over in 3 years?
Will he be allowed to run loose in the US? Yes, if he chooses. He has served his time. Will be be eligible for a passport? Likely so.
Will he end up back on the battlefield, perhaps back with the Taliban? Or ISIS?
Will he be implicated in even more deaths?
Releasing this man, given his current mindset, is akin to releasing Charles Manson or Ted Bundy.
