    In 1987 SSA began the “Enumeration at Birth” program. All babies born in a hospital are given a SSN card, which is automatically mailed to the parents. This was done because you cannot list a child on your tax return if he doesn’t have a number. Also, it keeps both parents from trying to claim the child, if they are divorced. If you were born prior to 1987, you have to apply to SSA for a number, either in person or by mail. You need it to get a job. If you manage to reach age 18 without a number, you need a very good reason at to why. Otherwise, they think you are trying to commit a fraud.
