At 13 she was a dumpy before. Round about 15 or 16 she grew taller and started to experiment with her hair – also to actually date boys instead of dreaming about Aaron Hill. Then she got a steady boyfriend, changed her hair to its present style and became very much an after.
Then she split from her boyfriend, went to college, dressed in loose, modest frumpy clothes and became a before again. Long-term fans miss their pretty blonde starlet. Wonder when she’s coming back?
another subtle comment on the times: Note that Frank is reading an old fashioned print newspaper, while Luann is reading from an electronic tablet / e-reader. Thus foreshadowing the changing of the guard and the loss of print media.
Seeing the parodied names of the comics in today’s strip, I imagine that some of the comics inside that section might be (I’ll let you all figure out the real names):

Happy Fathers’ Day everyone! What a sweet strip. And Luann, you are most definitely an “After” in my book. You look sweet and lovely. I know your wardrobe gets criticized a lot but for the most part you look great. And Frank, you are a real Sweetie. You guys are lucky to have each other as Father and Daughter.
