Pretty much everywhere that I’ve ever worked, PDAs would get you in trouble, fired even if you were a repeat ‘offender’. So, Dan seems to be sensible here.
Of course, I’m old, and back in the stone age PDAs were nearly unthinkable! Rude, and risque, and practically pornographic! Unless someone was hospitalized or dead, it wasn’t DONE! (Society was, evidently, ruled by prudish, uncaring, judgmental old people back then.)

It shouldn’t matter where you are. People would understand that you needed to be held.
