Humans have committed some sad mistakes with our dog selection, and other breeding choices. Genetic engineering, over a long time, is a thing. People seem to be most concerned about the instant engineering we are looking at today. Just remember a Bull Dog should have been a wolf.
All kinds of variations have been created. But there is such a thing as over breeding. Take the bulldog. They did not originally have breathing problems as they do now. But then such breeds are artificial and quite probably would not have appeared in the wild.

Our next door neighbors have a very small Chihuahua
It is hard to take it seriously as a dog, even when it greets us with it’s tiny little growls
Our smallest female cat is bigger, and our 2 male cats are at least three times its’ size
