    In Illinois it is.

    No person shall drive a motor vehicle at such a slow speed as to impede or block the normal and reasonable movement of traffic except when reduced speed is necessary for safe operation of his vehicle or in compliance with law.

    If there are three or more cars in the drive-thru, it’s usually quicker to go inside. (Time of day, number of passengers, etc. may alter this. Then of course, there are a few places that only do drive-thru, like a local chain where I live that has great tenderloins.)
