The clause in the constitution (article II section 3) specifically states that the “president give to the CONGRESS information of the state of the union”. Traditionally, because of the separation of the branches of government, the President has only entered the congressional houses at the invitation of either the speaker, for the House, or the VP for the senate. He does have the option of sending a letter instead of showing up personally. And, he certainly can address a crowd in any venue he chooses other than the congress. But an actual legitimate State of The Union Address can only be delivered by following the procedures that have been established for legitimate presidents, which obviously he is not. I would think that further establishing that fact would not be in his best interests.

Well, he’s had the speech written for him by Steven Miller, so he’s got to deliver it somewhere, preferably where there are fellow racists.
