If Trump is destroying documents which by law are to be preserved in perpetuity, that’s a crime. As such, it should be grounds for impeachment.
The fact that his staff “rescue” the documents and tape them back together doesn’t negate the crime, no more than a thief is deemed innocent of theft if someone else recovers the stolen property.
