Best count I have is about 30 names in each column with each page having two columns (one has three but for simplicity we’ll just say they all have two columns) totaling over 300 clients. For this to be a viable food chain, if my science memory serves me, you need like a 5-to-1 prey/predator ratio for a viable system, with the prey giving birth at a high enough rate to maintain the population. If every predator in the community was on the list, that would mean there are at a minimum 1,800 individuals living in Endtown. I never thought there were more than about 300 to 500 at best.

On one side, he’s discovered that The Rats are not his allies at all—and threaten dire consequences if Endtown becomes unstable. On the other, he’s got social unrest already brewing; his trusted (?) “inner circle” has been plotting against him; and this rot that could eat Endtown alive (literally) has already spread quite far.
This is either bad writing or an extremely poor diversion of plot, either way this goes it’s a failure. I agree with the top comment, there is no way a 300 person secret like this would have stayed quiet, not in a place as small and contained as EndTown. To make matters worse, a client base of 300? How can there be THAT many pigs in EndTown to feed that many clients? The pig humanoids are about the same size a regular pigs which have about 160 lbs of usable meat and based on how many pigs we saw die during this ark 160 lbs over less than 20 deaths is feeding 300 people?
I cannot suspend my disbelief this much.
The only other thing that could make sense is that the person who had their brain fried memorized as many folks as she could in a telephone book in the event they were captured and interrogated. I doubt anyone knew of the mind scanning machine, considering when it was introduced they asked what it was having never seen or heard of such a thing before. The client base absolutely must be smaller than what is being presented, there is no way otherwise this could make sense.

Does anyone remember how many pigs have disappeared? Using an estimate of 30 names per column, two columns per screen and nine screens (and counting) plus an extra column on one screen that would be 570+ “customers”. To feed that many people on a regular basis there must have been dozens.
And here Jacob begins to realize just how difficult it will be to keep his verminous constituents in check. It looks like a purge might be in order…leading into that symbolism in his dream of pulling out a bleeding plant from his desk. Perhaps pulling out the weeds. A terrible job but Aaron saw him as the best man for it.
I think Jacob might be more worried about what the Security folks will do if they see this as a threat to the continued existence of Endtown. If he isn’t most worried about that, he should be. The rats are long on “justice” and short on mercy.
