Jack needs to institute a policy regarding damages: No more beer to any and all responsible parties until he has been reimbursed for the damages. For example, in this case both Nosher and Andy must split the cost of the repairs. If Andy or Nosher (probably Andy) doesn’t pay his share, he is cut off until he does pay. If Nosher foots the whole bill, Andy still does not get any beer until he has paid his share, too.
