I do believe that Athletes foot only affects area between the toes, & not where they appear to be scratching.
Time to relocate.

Looks like it should be lumberjack’s foot.
If they were suffering from athlete’s foot, I would expect them to be playing football… or at least running sprints.
The homeowners association gave them the boot.
They could have shoe flies.
