In a primary election, voters who had declared a political affiliation would get a ballot listing that party’s choices for the candidates to represent them in the coming general election.
Undeclared, or what we call “non-partisan” voters get only the list of candidates who are NOT affiliated with any party…
in other words, you can’t vote to choose, say, the Republican Presidential candidate if you’re not a Republican, etc..
you can only help choose candidates to run for non-partisan state and local offices.
Every time, I’d get complaints from people who had registered “Non-partisan” because they thought that meant they could vote on ALL the candidates… of every party… because they were “independent.”
The loudest howls, every time, would come from a handful of people who had registered “American Independent Party” thinking it meant the same thing…
But it’s actually a small, far-right party that once ran George Wallace for President on a segregationist platform…
and in modern times runs a slate of people you’ve probably never heard of unless someone made the news, or you’re interested in far right politics.
I had people crying, or even swearing at me, because I wouldn’t “let” them vote for the Republican or Democratic candidate they had come to support.
If they insisted, I could let them vote a “provisional” ballot of their choice, explaining that it would be checked against the voter records, and only counted if it matched their registration…
at which point all the Joy Pennys would happily vote a ballot destined to be thrown out…
smug in their “victory” over my original attempt to suppress their vote.
Partly because of misunderstandings, we now have an “open primary” in California …
