There has to be some middle ground between “shoot first and ask questions later” and “do absolutely nothing.” That’s not even the intent of the cartoon. He’s clearly showing the difference in how some offenders are treated (e.g. Cliven Bundy’s posse) differently than others (e.g. Micheal Brown).
