    He’s so sincere. That’s endearing, especially since he isn’t aimed at us…Rat without his punching bags and foils is fearsome to be around. The kind of guy who society needs to be insulated from. Thanks, Pastis.

    One never knows why he ignores Rats letters, but it might be that Chirac never gets them. Although there are international agreement within UPU (the worlds postal union) that all international letters are delivered to adressee, it’s not always followed for good reasons.

    In late seventies I was working in the postal sorting facility in Helsinki and had a friend on the international mail. One break I visited him and he showed me a bulky letter and told that it was going to be incinerated. Then he told that it was a letter to Soviet leaders and that every month some crank in Finland sends it. It contains all his cigaret butts, used condoms and other nasty things that he had collected that month. He told me that the first one had gone through and Soviet post has contacted Finland post and asked that if they would kindly incinerate it if others show up. So It was deemed reasonable that it should always be destroyed as early as possible.
