You’re being too hard on my favorite characters, the Elbonians could have done a better job designing and implementing Obamacare.
While 3 of the characters are competent, that does not include the pointy haired boss. Management that changes requirements, priorities, schedules,etc can cause massive problems and delays.
The obamacare.gov web site is what happens when the programmers rely on Shockwave and Java.
