I saw a car with a handicapped placard parked in front of a store, next to a handicapped spot, in a non handicapped spot. If they have a placard, and an available handicapped spot is available, do they get fined for parking in the wrong spot? Kidding, of course.

everybody and his brother has a handicap parking sticker around here – i think most of them were acquired by the mentally or morally handicapped
