    Every cat is issued The Charter upon birth. It is the first thing they learn as kittens. Among the laws are: #29 Do not respond when called, #98 refuse all food until human has tried at least 24 dfferent brands/kinds. #71 shred couch,chair,curtains etc only when human(s) have gone to bed, #62 meow loudly and often until human shouts at you, then employ #71.
