That villain looks like a older Dr.Evil from Austin Powers. And we now know how Cobra has managed to stay one step ahead of the law( and Rip’s enemies and Rip himself): with the power of spontaneous chivalry(This week’s villain says his goatee would never forgive him for eliminating her.)
