The Second Amendment begins: “A well-regulated militia”. It does NOT start out discussing mental capacity, or give everyone a gun. In fact, “arms” didn’t mean just “firearms” folks.

Why are switchblade knives prohibited? Aren’t they arms and protected by the 2nd amendment?-Maybe they need better lobbyists.
