Aaaannnnd, plugging the name Ocker Stevens into Google and Wikipedi gives us the Jimmy Banks reference. Doin’ the cartoon old-school, Jason? :)

Ocker Stevens was a character created by Ginger Meggs creator James C Bancks back in the 30’s .
