Whilst anecdote may not equal evidence, sometimes it is all there is. An anecdote can be truth even when there is no evidence to support it. For instance, I brushed my teeth this morning. I cannot provide evidence for it, but it is nonetheless true. Also, the effectiveness of pain relief treatments must, in many cases, be based on anecdotal evidence as there is no scientific method to accurately measure pain.
Stupidity occurs at any of the three points of intelligence: perception, choice, action..IQ seems to lean only on the perception data. I prefer the action variables to measure stupidity, when its too late to do anything about it.

As far as I know there is no way to measure stupidity or wisdom. IQ test measure something called the intelligence quotient.
