The floppy isn’t the only thing that dates this strip. The boxy looking mac that is most likely beige and the fact that he has a drawing desk in his cube. Heck, what Graphic Artists still have a full size drafting table in their cube. Most modern office cubes barely have room for the desk and chair.

It is from 1998, per the copyright date between panels 2 and 3.
