From the picture, it looks like, even without climate change, the guy in cement overshoes would still survive as he head would be above water level.

Well, the guy could still starve to death or die of thirst.

The authorities have said, they expect more bodies to be found. I find it interesting, that they haven’t stepped up efforts to find the bodies now. Or are they hoping it will rain and any other bodies may never be found?
