Just for fun, the justice department could team up with the IRS to check expenses and incomes and look for any “gifts” to legislators as bribes. You don’t need specific votes, just the payments.
Maybe President Trump would use selective prosecution, but any removal of corruption should yield improvements (especially since the bribers tend to cross party lines — Trump admitted that HE always did) and he might even go after a few Republicans — probably those who acknowledged he would be a bad choice.

Ulysses S. Grant’s administration had it at lower levels; I don’t think anyone accuses President Grant himself.

Teapot Dome actually had the Administration actually using national guard troops to murder prospectors to enrich “supporters”.
Pay for play goes back a very long way, involves all parties, just whoever is in power. The Clintons just did it better and yet less obviously.
