My parents switched over to touch tone dialing when they first got on the Internet with a dial up modem. Even then, I think some old modems could handle pulse (rotary phone type) dialing. For phone calls, if you weren’t calling 911, then the extra time to dial wasn’t really an inconvenience
Calvin and Hobbes still seems so fresh (at least to me) that you forget it’s from the other side of a big technological leap. Then something like this reminds you. By the end of the strip, the house does have a computer but it’s not on the Internet, and I doubt if anyone in it has used a mobile phone yet.

It’s the mid-80s or later and Calvin is living in a home with no VCR and a rotary phone. His parents really are Luddites.

Even if they had smart phones then, Calvin is so small he wouldn’t weigh enough for the touch screen to know he’s there.
