    Before the town I live in became a city in MA, we had a representative town meeting form of government. The town was broken down into 18 precincts and there were 12 reps elected from each precinct. Some precincts had trouble getting people to vote and people could get elected as a rep with just 2 or 3 votes. Every once in a while, someone that wanted to be a rep lost because they only got a couple votes and a write-in (that had no real interest) got more votes.

    When John Ashcroft ran for Senator from Missouri in 2000 he lost to a dead man, former governor Carnahan. Ashcroft went on to be AG under Bush the lesser and was better known for draping statues and legs on tables.

    Should be a “none of the above” option that kicks in at a reasonable pre determined level after which that seat’s election is counted null and void for either a set time or the term of the government.
