    It is, but there is a way around it. Apparently, if the sound is compressed (no idea what that means) the commercials only sound louder but the maximum decibel rating is not exceeded. If you listen carefully, you can hear that every word is at the same volume, which is not true when we speak normally. Our volume goes up and down. That technique gives the impression of higher volume. Or the makers are flouting the law.
