    The reason the economy is so bad is because the guy who had my job 4 years ago was really, really bad and even though I’ve spent 1 million dollars per job created its not my fault things haven’t gotten better. (O’s opening line tonight).

    I believe you mean ReaganPhones. The Lifeline program you’re alluding to began under the Reagan Administration. It was extended under the Obama Administration to include basic cell phone service.

    On that site it says on the first page:
    During the Bush administration, there was the introduction of a project that gave subsidies to those who could not afford a phone. The basic principle of the program is that everyone should have access to emergency services like 911.
