It works on a number of levels. The jewish occupation and building of ‘settlements’ in the West Bank, Bibi is saying see what we do, observe this. Don’t know if BiBi is an observant jew, or the Palestine guy is an observant muslim or a UN Observer, but the back hoe appears ready to kill him which is a metaphore for this land grab.
