^ Canada, UK and Australia are theorically ruled by Elizabeth II (not that I think monarchy is the best option for Canada), Japan has it’s emperor, Belgium has a king.

The reason the House of Lords has been so difficult to reform is obvious but not widely acknowledged. The process which ended up with a “constitutional monarchy” and the House of Lords as a revisionary chamber with the House of Commons as the real power is long and involved. Most of the hereditary peers went a few years back and we have now mostly appointed ones.
The easy answer to the democratic deficit is to make the Peers elected and they are yet again making moves in that direction. The problem is that if the Lords are elected then they become a more potent power in competition with the House of Commons. This would be a real problem.
The real problem is that the Commons are passing badly thought out and whipped legislation and it is only being addressed in the Lords. In my opinion the real answer to this problem is to abolish the Lords and get the commons to look at their own legislation properly.
