Strange as it may seem for someone who agrees with most “progressive” goals and usually votes for Democrats, the best start to fixing the broken democracy in the U.S. would be to limit voting in primary elections to registered, card-carrying, dues-paying members of the political party in question. Together with that, representative who are seated in proportion to the support for their Party in each State, instead of the “winner take all” system in each artificial chunk carved out of a State. The Founding Fathers" thought they could avoid “factionalism” with the present system, but they were obviously wrong about that one. Factions are natural and it’s time we tried to learn to live with that.
