    I think this is an accurate editorial… Bipartisanship is typically when both parties agree and/or work together for a solution. The elephants are clearing just standing up and attempting to block the character drawn as the President. And it is the elephants screaming that what the President is doing, which is shooting a basket from what looks like the 3 point line too, is not bipartisan
