    i’ve heard of people in some states who have tried using blow up dolls to look like they have a passenger in the car so they can use the HOV lanes

    A guy in Denver actualy did that, he used a maniquin and was cought. He had to stand on the side of the road holding a sign telling every one what a dummy he was as punishment, seriously, Google it
