Phil Frank’s The Elderberries centers around Dusty, a cowboy whose middle aged daughter has decided it’s time for him to hang up his spurs and move to Elderpark, a retirement community. While there, Dusty meets the Professor, a great brain with a bad memory; Evelyn, who can still see well enough to drive at night; and the General, a veteran with bad hips and a lot of stories. Together, they deal with medications, the loss of youth, and their adult children while maintaining their humor and building their friendships.

Dusty Winters has big plans for running several businesses for himself at Elderpark.
But, since he is merely a resident of the retirement community and not an owner of the place, none of his pipe dreams will ever get off the ground.
Well, it’s not easy to start a restaurant on a property which you don’t own and don’t even have enough money to start one if you did own property.
While Dusty is a retired cowboy, he is probably drawing a Social Security Retirement Pension based on when he was a truck driver for a company.
Unless he gets help from a HUD Section 8 rental assistances program, he probably has to pay the full amount of rent. He does have horse across the fence from the complex.

In regard to storm drains, there sure a lot of them on the property where I live.
Considering the word “Creek” is a part of the place’s official name, apparently a storm drain was built first and then the building was erected over the top of that.
There is a large strip mall on the rise on the North side of the building and some of the rain run-off goes into a storm drain.
All of those drains empty into a flood control pond in th city park behind the building. While the city calls it a “lake,” it is really a pond created by a dam on the creek farther down hill from the complex.
They have a fountain in it to keep the water from becoming too stagnant when the creek isn’t running. But, it is always green since there is a lot of water fowl which swim on it.

Oh, it might be that all of the men at “Elderpark” could go get a free meal at Applebee’s and/or Golden Corral.
I think that the “General” was probably just an enlisted man when he was in the Army.
Under normal circumstances, a retired general wouldn’t be living in a place like Elderpark. But, people of high rank have been court-martialed and strip of their rank and benefits, making them ineligible for a military or VA pension.
The General is always wearing some kind of uniform and as long as he doesn’t go onto a military post dressed like that, he won’t get into trouble with the military.
There are many veterans of the US Marine Corps who don’t think of themselves as Marine Veterans. They think they are still Marines when they only spent 4 years on active duty and 2 years as an inactive stand-by reservist.
