Popeye is a cartoon character from back in the 1940’s. One of his eyes was always shut. The cartoon is explaining what happened to Popeye as a child; and why he only has one eye open.
Anybody else want to add anything.

I actually did this while driving in the desert. Fortunately the glue did not stick to my eye because it was wet. The glue turned into small granules which scratched my cornea. I wore an eyepatch for three days. Don’t try this at home!

Not quite, Popeye started out in the comic strip Thimble Theater in 1932. But Betty Boop does make an appearance in the first Popeye animated cartoon.
