The spelling “sivilized” is that of Mark Twain in “The Adventures of Huckleberry Finn,” through the character of Huckleberry.
.
The dress is, I’m guessing, based on the illustrations in a different edition of that tale than the one I have.

I am still at a loss to understand this strip though.

Adventures of Huckleberry Finn is the sequel to The Adventures of Tom Sawyer.
Mark Twain makes this distinction clear in the 1884 forward to his classic novel.

I was a big fan about Nick Fury Agent of Shield back when the comic was out.
He was portraited as white guy with an eye patch.
