That’s not a cummerbund, it’s a girdle, so that his bullfighting suit will fit.
Odd…today I had to open the image in a separate tab to see it.

Kinda young for abe in 1863. Maybe this was when he was training to be a lawyer…

Looks like Abe got a very unwelcome present from the Spanish Ambassador.

Clicking it here will actually show a larger image than the one found here, or at Mr. Melcher’s blog entry. Who says GoComics doesn’t at least try?

Young Man in the Costume of a Majo (links show description and Wikipedia pages, Costume description’s Google translated text, title; I recommend you use separate tabs for both the Costume and translated links) is described by its current-location page (click the image there for an interactive enlargement of its different coloration image) or alternate page.

Another different coloration, click-to-enlarge image can be found here. Another different coloration image can be found here. The artist‘s (better artist link than last time) bio, Wikipedia page (Google translated French Wikipedia page has more) and collection (more under Subcategories at each level).

Fifth of the 11 works (for some reason this, this, this, and the blog entry from the first line, aren’t in the list today; perhaps others will be missing in the future) by this artist, that have, so far, appeared in Mr. Melcher’s blog, to also appear here.

Yup, I was right. “Majo” is a Spanish word meaning “handsome/pleasant (young man)” and the costume was the basis of the “traje de luces” (suit of lights, ie bullfighting suit). Skin tight, form-fitting, eye-candy.
Interestingly enough, in Spanish portraiture, the nude female lying voluptuously all over a sofa is known as a “Maja.”
However in the North of Spain, “majo/a” is simply a complement, like calling you “sweetie” or “honey.”

So the title is Young Man in the Costume of a Handsome/Pleasant Young Man?? Sort of redundant.

perhaps "pleasant young MALE is more accurate? The root is maj-, complted by the appropriate gender, I think.
