That is the person must have 3+ years worth of experience and not have an issue with low pay and sporadic hours for low end delegated work.
For there to be a skills shortage there should be two things
1. Rising wages (supply and demand), lowered entry requirements ( We are willing to train you).
2. A high unemployment rate.
In the present companies are largely complaining on the basis that they want a large, expendable pool of perfect fit labour.
There is no market that can produce experienced employees without hiring, there is no benefit in a market flooded with labour for employees. However as long as governments subsidize businesses by insuring an excess supply of labour there is no market incentive for pay
