    Sadly, this stuff has been going on for a long, long, time. Our willingness to go to war, is NOT matched by the society at large to step in and step forward at home. When some DO it makes news, but unfortunately today, guns, and violence unchecked, have made it much riskier than just a few years ago. High capacity magazines in weapons in the hands of street punks have even taken away the “safety in numbers” theorem.

    Both cartoons are worth commenting on, but this incident is so bad and sad I can’t think of thing to say except: I HOPE THESE PEOPLE GO TO HELL!

    See The Unresponsive Bystander: Why Doesn’t He Help? by Bibb Latané, John M. Darley. The phenomenon is known as the “diffusion of responsibility;” in essence, everyone thinks someone else will (or should) respond. Also known as “the bystander effect.” Latané and Darley were trying to explain the 1964 murder of Kitty Genovese, who screamed for 30 minutes, heard by 40 neighbors.
    The way to counter it is to choose to act regardless of everyone else. I’ve never forgotten that, and have even found myself in a situation (nothing so dramatic) where I did act while others stood around.

    This reminded me about a incident that happened here a few years back about a group of gang banging punks who gang raped a teenage girl & there was one person who was “cheering” on the gang banging rapists…The Mother of one of the gang members!! Luckly the punks & the gangbanger’s mom were all arrested & are now serving time in Prison for thier crimes!

    An earlier article from the Guardian, 2004 referencing France experiencing it too.

    Motive, I don’t know the details of the case being referenced in this ‘toon, but how many were actually just bystanders who did not intervene or were the bystanders just those who did not actively participate in the rape but part of the gang?
    Interesting to discover the term “diffusion of responsibility”.
    I’ve also reacted to a situation when no-one else stepped in (again, nothing as dramatic as rape) but it was because I had passed up two other situations in the past where I wasn’t sure if I should. Afterwards I was determined that should a new situation possibly warrant me intervening I would, screw the embarrassment if it wasn’t an emergency.
