    As the National Lampoon once explained, when there is a mistake, one cannot blame the buck private, who was just following orders; neither can one blame the officer, since his appointment came from someone with great power who must not be embarrassed by a mistake by his appointee. So the entire blame MUST be assigned to an NCO schlimazel. This is only fair and just.

    And Sebelius was the appropriate NCO-level member of the cabinet, so she and she alone was entirely responsible for all the problems with the website.

    True, Sibelius was/is incompetent. She should never have been appointed to the post of HHS Secretary. The one who picked her for the slot was incompetent in his selection.
