The cartoon is about George Ryan, former Governor (political party irrelevant) of Illinois who was released from prison after 5 1/2 years of a sentence for 18 counts of corruption.
.
Among the charges against Ryan was the supposition that the driver of a truck in Milwaukee whoes tail light fell off the truck he was driving, puncturing the gas tank of a vehicle behind it and causing a fire that killed the 6 Willis children (INNNNHALE) had maybe paid a bribe to get his driver’s license in Il. That supposedly happened when Ryan was Sec of State of IL. The trail lead bribe money to Ryan’s Gubenatorial campaign.
